APRIL 2010
The April meeting was held Friday, 23 April 2010, at The Old Pueblo Grill in Tucson, AZ. Ray Betts, SAIC, opened the meeting with the Pledge of Allegiance at 11:50 AM. We had a good turnout, meeting the restaurant’s 12-person minimum (barely).

NEXT MEETING: Our April meeting was our last meeting until the fall – October. Information will be provided as fall approaches.

DISCUSSION: Since we had no guest speaker, the group entertained itself, letting the conversation go where it would. The best thing – the group talked as a “committee of the whole” without a lot of side conversations. It was very comfortable and entertaining get-together.

ATTENDANCE: There were 13 attendees at the meeting: Conrad, Sally & Richard McCormick; Tom & Carolyn Williams; Chuck & JoAnne Phillips, Trammell & Bettie Lindsey, Ed Boyle & Sandi Nye, and Ray & Sharon Betts. The door prize, an NCICA Annual Meeting Commemorative mug, was won by Sally McCormick.

We collected only $21 for the postage stamp fund but that is not a concern for anyone; we have a nice, admittedly small, kitty built up.

MARCH 2010
The March meeting was held Friday, 26 March 2010, at Country House Restaurant, Sierra Vista, AZ. Ray Betts, SAIC, opened the meeting with the Pledge of Allegiance at 11:50 AM. Yet again, we had an extremely good turn out – we nearly filled the room to capacity with twenty attendees including our speaker and his wife.

NEXT MEETING: In April, in what is likely to be our last meeting until the fall, we will gather in Tucson. We continue to experiment with different restaurants.  The meeting will be held in a private room at the Old Pueblo Grill, 60 N. Alvernon (just north of Broadway on the east side of the road); if you get lost, the restaurant’s phone number is (520) 326-6000. The meeting is scheduled for Friday, April 23, 2010 at 11:30 am. We do ask that you RSVP to Ray Betts about one week prior to the meeting and we strongly encourage you to attend this last spring meeting. Old Pueblo Grill will charge our Association for the number of meals that falls below a minimum attendance of twelve (12).

SICK CALL: Sharon Betts reported on Carolyn Williams’ third knee operation – this one at the Mayo Clinic in Scottsdale. As most of you know, Carolyn has been in considerable and nearly constant pain for a long time because of two botched knee operations done in Tucson. The operation at Mayo, on Tuesday, March 23, lasted over five hours due to the extent of the repair work required. Carolyn was in very good spirits after the operation, was told by the surgeons that the operation went well and, in fact, was release on the day of our meeting (March 26). We all wish Carolyn a speedy, relatively pain-free recovery and a long happy life spent walking on a new, high-tech, fully operational knee!

DISCUSSION: We learned that a successor to MG John Custer as Commander of the U.S. Army Intelligence Center of Excellence & Fort Huachuca has been named. He is BG Stephen G. Fogarty who presently is Director of Intelligence, J-2, United States Central Command at MacDill AFB, Florida. He has risen steadily through the ranks. A graduate of the Army War College, he has seen duty, among other places, with the 101st Airborne Division (Air Assault) and has commanded the 732d MI Battalion, 115th MI Group, and the 116th MI Brigade, before serving as Director, Joint Intelligence Operations Center in Afghanistan. The change in command is scheduled for late June.

GUEST SPEAKER: We heard from one of the most entertaining speakers who had ever appeared before us. CW3 George Grayhek, accompanied by his wife Karen, regaled us with tales of his Army experiences over an incredibly long period of time. CW3 Grayhek served twenty years in the Army before retiring in 1979. After another 27 years in the IRR, he was able to convince the Army that he would be a valuable asset on active duty, even at the age of 64! His description of that adventure – convincing a dubious Army command structure of his potential contribution – was a hilarious story in and of itself. CW3 Grayhek helps maintain the Army’s newly developing, highly sophisticated intelligence systems. The take on today’s Army by this patriotic, long-serving soldier was thoroughly enjoyed by all. We thank CW3 Grayhek for his willingness to share his experiences with us.

ATTENDANCE: There were a full twenty attendees at the meeting: Conrad & Sally McCormick; Kate Schmidli, BG Bud & Joan Strom, Dorothy Dietz, Tony & Pat Doughty, Trammell & Bettie Lindsey, Jack Drummond, George & Verle Hackenyos, Ed Boyle & guest (Ginny Dontrich), Chuck Phillips, our speaker CW3 George Grayhek and his wife Karen, and Ray & Sharon Betts. The door prize, The Secrets of D-Day by Larry Collins, was won by Kate Schmidli.

We collected an historic $48.00 for the postage stamp fund. Wow!! Many thanks for your generosity and continued support. For your information, the Association is now sitting on a kitty of some $200. Your leadership may recommend that some of this money be spent next fall or the following spring to augment funds received from Fort Huachuca for a reception we would host for active duty soldiers. Kate Schmidli and Ray Betts have been working on this possibility.

REMINDER:
The next meeting is scheduled for Friday, February 19th, at 11:30am at the El Charro Cafe Oro Valley, 7725 N. Oracle Road (near Kohl's). Their phone number is 520-229-1922.

REMINDER 2:
Unlike Sierra Vista meetings, we have agreed to that those planning to attend a Tucson meeting will RSVP to me. You can still come at the last minute if things change for you -- we never discourage you from coming -- but advance notice is helpful to give us (and the restaurant) a "feel" for the number of likely attendees.

COMMENT:
We do not have a speaker as yet. Our SAIC Emeritus, Tom Williams, is giving it his best shot.

Ray

DON'T FORGET.
The SACICA January meeting will be held at the Country House Restaurant in Sierra Vista this coming Friday, January 22, at 11:30am.

Kate Schmidli has come through for us, yet again. She has lined up Bill Morgan as a speaker for our meeting:

Bill is another one of Mac's "understudies." He is a senior analyst with the Intel Center there, specializing in Signals Intelligence ground systems.

However, in his off duty time, he conducts research on Army Intelligence
History and has made several tremendous donations of archival information to the Intel Center and the Museums.

He will give a briefing on Intelligence History - with a focus on LTC Knowlton's intelligence activities during the Revolutionary War. A war which I dare say predates even our oldest veterans...

Hope to see all of you there.

December 2009
The December meeting was held Friday, 18 December 2009, at the Country House Restaurant in Sierra Vista, AZ. Ray Betts, SAIC, opened the meeting with the Pledge of Allegiance at 11:55 AM.

NEXT MEETING:  The next meeting will be held in Sierra Vista at the Country House Restaurant at 11:30 am on Friday, January 22, 2010.  This is a change from past practice (rotation of meetings back and forth between Sierra Vista and Tucson.  After consultation with Mac, our Deputy SAIC, I have decided to increase the number of meetings in Sierra Vista, in the short term at least, while reducing the number of meetings in Tucson. The timing of this decision may seem a little odd in light of the good attendance at the last two Tucson meetings. The decision was taken, however, for a number of reasons. We have a permanent on-going relationship with the Country House Restaurant in Sierra Vista which greatly reduces the stress on your leadership in arranging meetings. Secondly, with the Fort so near by, it is much easier to obtain informed and willing speakers for our meetings. Thirdly, on more than one occasion our Tucson attendance has fallen below the minimum numbers requested by, and expected by, the Metropolitan Grill in Tucson; this has proven to be both embarrassing for your leadership and frustrating for the restaurant. The Grill has served notice that, in the future, we will be moved out to tables in the main room of the restaurant whenever attendance falls below their minimum.

TAPS: Professor Edwin S. Andrews III passed away from lung disease at his home in Michigan on December 6, 2009, at the age of 81. Edwin served in the Army CIC in Germany just prior to the Korean War.  A 1968 doctoral graduate in Education from the University of Arizona, Edwin taught at Michigan State University for many years before retiring as Professor of Education (Science and Finance) and returning to Tucson. He was a proud member of our group as well as of the Tucson Coaches Club. Ill health eventually forced him to move back to Michigan. He will be missed by all. Our deepest sympathy goes out to Edwin’s family and friends.

SICK CALL: Sally McCormick spent four day in the hospital for pneumonia and an infection. The first good news we heard was that Sally, on the day of our meeting, was allowed out of bed for a short walk around the hospital – a good sign that she was recovering. The second good news is that Sally, now at home, sounds very chipper on the telephone. We all join in wishing her continued good health.

Tom Williams, the long-time SAIC of our group, has been quite ill of late. Thought at first to have pneumonia (like Sally), further tests revealed no pneumonia but a very bad case of bronchitis. We all wish him a speedy recovery and look forward to seeing him and Carolyn at our next meeting.

DISCUSSION: Ray reported on his discussions with Kate Schmidli which are aimed at holding a reception at the MI Museum. We plan to advertise the event widely on Post in the hope that active duty soldiers would attend. The intent of the reception is to give active duty veterans of the Iraqi and Afghanistan wars the opportunity to talk about their experiences with our members – experienced soldiers who have been through similar experiences. We had considered trying to hold the reception during the holidays but the Museum is short of funding at present. Our target date for the event is the March-April time frame.

GUEST SPEAKER: COL James I. Dinniman (Ret.) served twenty-nine years as an Army officer in an extraordinary variety of positions. A graduate of the University of Connecticut with an MA in Political Science (International Relations), Jim ended up with Combat Infantryman, Airborne, Army General Staff and Special Forces badges. Among other positions, he served as Commander, 112th MI Brigade; CI Sec Chief, 218th MI Detachment (Airborne); and Commander, 701st MI Detachment (CI). He spoke in great detail about the country’s national intelligence structure (if that’s the right word) during the years of near chaos following Truman’s disbandment of the OSS after WWII. His grasp of the shifting tides of those years was impressive; as Bud Strom commented, his memory of those events is amazing, even scary. It was a fascinating presentation that held the attention of everyone in the room.

ATTENDANCE: There were ten members in attendance at the meeting: Conrad McCormick; Chuck Phillips, Dorothy Dietz, Jack Drummond, Trammell & Bettie Lindsey, Bud & Joan Strom, and Ray & Sharon Betts. Two door prizes were awarded. A book written by a friend of Sharon’s about his experience as a POW during World War II went to Bettie Lindsey; a CD of cowboy poetry created by Bud Strom went to Chuck Phillips.

We collected $36.00 for the postage stamp fund. Thank you for your generosity and continued support.

We wish each of you, your family and loved ones, a safe and heartfelt Happy Holidays! We look forward to seeing you next year.

November 2009
The November meeting was held Friday, 20 November 2009, at the Metropolitan Grill Restaurant in Tucson, AZ. Ray Betts, SAIC, opened the meeting with the Pledge of Allegiance at 11:50 AM. For the second time in a row, there was a very good turn out. Two attendees joined us for the first time: Tony & Pat Doughty from Green Valley. They were a welcome addition to our group. It was good to have you, Tony and Pat.

DISCUSSION:  There was general agreement that different rules should apply to the Tucson meetings in contrast to those in Sierra Vista. While members will not be asked to RSVP before meetings in Sierra Vista, they will be asked to inform the SAIC whether they will attend a Tucson meeting. This policy difference is due to the difficulty of obtaining restaurant reservations in Tucson without a fairly reliable count of expected attendees. In all cases a reminder email will be sent out less than one week before an upcoming meeting.

There is some sentiment for adding some variety to our door prizes. While books are still appreciated, other prizes would be welcome. Among the suggestions were store gift certificates, edible items, and nick-knacks.

It was decided that name tags are still a good idea. However, instead of using the pre-printed, pin-on tags, a sheet of stick-on name tags will be placed next to the sign-in sheet. Attendees will be asked to write their first names on the tag and stick it on their clothing. It is felt that such a step helps those of us with short-term memory problems – which is most of us – avoid forgetting the names of fellow members when first seeing them at a meeting.

GUEST SPEAKER: Both potential speakers were unable to attend the meeting. In lieu of a speaker, we had each member relate their life experiences, both within the military and in civilian life. While many of us had heard bits and pieces of the background of our varied members, it was fascinating to hear more detailed descriptions.

There were thirteen members in attendance at the meeting: Conrad, Sally & Richard McCormick; Tom & Carolyn Williams; Chuck Philips, Tony & Pat Doughty, Bert & Peggy Falbaum, Phyllis Egermeier, and Ray & Sharon Betts. The door prize, a Spode Christmas mug, was won by Sally McCormick – who won for the second time in a row.

We collected $30.00 for the postage stamp fund. Thank you for your generosity and continued support.

There was general agreement at the end of the meeting that this get-together had been one of the group’s more entertaining and enjoyable sessions. There was a lot of laughter and a real spirit of collegiality.

TO ALL MEMBERS –

This email is going out to all of our members, those living both in-state and outside of Arizona. For out-of-state folks, we would love to have you attend one or more of these meetings but, whether you can or not, we wanted you to know the Association’s meeting plans for the coming few months.
The next SACICA luncheon will be held a week from today on Friday, November 20, 2009 at 11:45 am. We will meet in the "Board Room" of the Metropolitan Grill (Restaurant) on N. Oracle Road.

Tom Williams thinks (hopes) he has a speaker lined up for us.  If not, to again repeat Mac's immortal words, we'll just sit around and lie to each other. And catch up on each's other's news.

Looking forward to seeing as many of you as can possibly make the meeting.

November Meeting

The next meeting of the SACICA will be held in Tucson at the Metropolitan Grill on Oracle Road on Friday, November 20, 2009 at 12:00 noon.

For the information of those who just attend meetings occasionally or only come to Tucson get-togethers, this will be the only meeting of our group before the holidays. It may also prove to be one of the few meetings held in Tucson this winter and spring because far more members attend our Sierra Vista sessions.

If you want to join with your colleagues at least once annually, you are strongly encouraged to attend this meeting

OCTOBER MEETING

We plan to resume our monthly meetings on Friday, October 23 at 11:30 a.m. at the Country Kitchen Restaurant in Sierra Vista, AZ on Highway 92. We may or may not have a speaker; if we don’t, we can, in Mac’s immortal words, “sit around and lie to each other.” What he means, of course, is that since quite a few months have passed since our last get-together, it would be good to catch each other up on our lives over the summer.

FUTURE MEETINGS

Subject to different thoughts the membership might have at the October meeting, we are planning a November meeting in Tucson on Friday, November 20 at a place to be determined. This is the Friday BEFORE Thanksgiving -- no one wants to compete with Black Friday (the biggest shopping day of the year).

A December meeting is planned, back in Sierra Vista, for Friday, December 18. Like the November meeting, this is planned for the Friday preceding the holiday; Christmas falls on a Friday this year.

NOTICE OF PLANS TO ATTEND

Unfortunately, we felt compelled to cancel the Association’s meeting for last April because too few members had let us know that they planned to attend. We had lined up a very good speaker but did not want him to arrive only to find 5 or 6 attendees to address. It learned later that some members had planned to attend (including some who had been a “maybe”) but we did not learn of their plans until after the cancellation.

To avoid this problem, at least for this meeting until the issue can be discussed with the membership at the Country Kitchen, we are asking those planning to attend the October meeting to let us know by return email or telephone call to Ray or Mac no later than WEDNESDAY, OCTOBER 14TH. If we do not hear from you by that date, we will assume that you will not attend.

We hope you had a great summer and look forward to seeing you on October 23.

Attached is the Newsletter reporting on the March 2009 meeting of the Southern Arizona Counter Intelligence Corps Association.

We call your attention to the information included in the Newsletter regarding the Homeland Security Agency's SENTRI PROGRAM which greatly expedites (and thus greatly speeds up) the process for Americans crossing back into the US from Mexico.

We look forward to seeing you at our April meeting in Tucson on April 17 at the Metropolitan Grill -- we have a very interesting speaker lined up (as described in the Newsletter).

March 2009
The March meeting was held Friday, 27 March 2009, at the Country Kitchen Restaurant in Sierra Vista, AZ. Ray Betts, SAIC, opened the meeting with the Pledge of Allegiance at 11:35AM.

TAPS:  Margaret M. Nichols was born on August 17, 1916 in Los Angeles, Calif. and entered into rest March 22, 2009 in Menlo Park, Calif.  Margaret was a resident of Tucson, Arizona since 1934 and an active member of ACICV.  She is survived by two daughters and their families.  A funeral mass was held on Tuesday, March 31, 2009 at Our Mother of Sorrows Catholic Church in Tucson, AZ.  Margaret was an incredible, inspirational woman and had an unfailing ability to see the best in everyone and in all situations.  She will be missed by all.

DISCUSSION:  When the expected guest speaker did not show up, the group began to entertain itself.  Many members related experiences of their own during their days in military counterintelligence, all of which were fascinating and many of which were very amusing. Mac McCormick was in great form and really led the discussion.  Some commented on the role of Charles A. Willoughby, MacArthur’s G-2 in Japan, in evaluating intelligence generated just before and during the early days of the Korean War.  Several members commented at the end of the meeting that it had been a very enjoyable get-together.

INFORMATION ON MEXICAN BORDER TRANSIT
Considerable interest was expressed during the meeting in any document that would speed up the waiting time for Americans crossing the Mexican border. The U.S. Department of Homeland Security has created the SENTRI Program for that very purpose.  Once approved, an American and his/her vehicle may exit Mexico by avoiding the regular car lane and using a special SENTRI lane; each person in the car must have been approved for the vehicle to pass through that line.  To be accepted into the Program, Americans must go through a process that consists of (a) an on-line application; (b) following pre-approval, an interview with an CBP agent at one of the border crossings covered by the Program (Nogales, AZ is one of those sites); (c) inspection of the vehicle at such a site; and (d) payment of fees (application fee, lane fee, and fingerprint fee) which total $122.25 per person. There is an additional fee if more than one vehicle is to be included in the process.  We are told by an experienced border crosser that the difference in waiting time is enormous, making the application process well worth while.

To review the full details of the program and to apply on-line, one should go to the following site: www.cbp.gov and search for the SENTRI Program (access can be also be obtained less directly by going through the DHS site, www.dhs.gov).

Our source is an experienced border crosser who makes a minimum of two trips per month to San Carlos, Mexico, which is well south of the Free Trade Zone (and so requires a Visa).  He added some other interesting comments. At present there are no delays upon entering Mexico; one is generally not even stopped by US or Mexican authorities.  There is the possibility that the recently announced DHS program to interdict the flow of guns into Mexico may have some impact on today’s practices.  One cannot predict whether waiting times for entry into Mexico will increase; nor can one predict whether a new program similar to SENTRI will be created to speed up that border-crossing process.

Recently, he has seen an increased military presence in Nogales, Sonora, Mexico, but nothing else has changed along his route which takes him south through Hermosillo to San Carlos.  He has often traveled that route in the middle of the night without incident.  Readers should be aware, however, that the U.S. State Department has issued a travel warning for Americans visiting Mexico.

MISCELLANEOUS: The door prize, a signed copy of American’s Fighting Presidents by William Lee Messick, was won by Dorothy Dietz.  We collected $18.00 for the postage stamp fund. Thank you for your generosity and continued support.

There were thirteen members in attendance at the meeting: Mac & Sally McCormick; Bud Strom, Rod Preuss, Dorothy Dietz, Jack Drummond, George & Verle Hackenyos, Fred Toczko, Chuck & JoAnne Phillips, and Ray & Sharon Betts. Also attending was Marty Miller of Montpelier, Vermont, a guest of Ray & Sharon.

The next meeting will be held on Friday, 17 April 2009, at the Metropolitan Grill on Oracle Road in Tucson at 11:30 AM.  Our tentatively scheduled speaker is Col. Jim Dinniman (Ret.) who spent considerable time in MI. In fact, on March 31, 2009, Jim gave a two-hour talk to a class studying the Korean War at OLLI (a member-run organization established under the umbrella of the University of Arizona). He spoke on the Korean War era intelligence organizations and the successes (and failures) of those organizations preceding and during the early years of the war. His discussion at our meeting will cover wider topics.

If you plan to attend, please contact Ray or Sharon by Wednesday, Tax Day, 15 April 2009. You can telephone them at the numbers given above or you can reach Ray by email at RBetts754@aol.com.

February 2009
The February meeting was held Friday, 20 February 2009, at the Casa Del Rio Restaurant, 1060 Pantano, Tucson, AZ. Ray Betts, SAIC, opened the meeting with the Pledge of Allegiance at 11:35AM.

SICK CALL: Irv Rosen had hip replacement surgery and is recovering at home. Margaret Nichols continues to miss our meetings while, we believe, she continues to recover from a fall she took in December. To all our sick and shut-in members, we wish you well and a speedy recovery.

ANNOUNCEMENTS: The next meeting, in March, will be held at the Country House Restaurant in Sierra Vista (see information below). The April meeting will be held at the Metropolitan Grill on Oracle Road in Tucson on either the 17th or the 24th. We do not have a firm date because the Grill’s hard drive crashed and the restaurant has been having trouble recovering the data which it had not backed up – there is a lesson for all of us! With two reservations lists, one on the yet-to-be-recovered hard drive and a replacement list, the Restaurant has not yet determined which date is open for us. In light of the National Reunion of ACICV in May, there will be no SACICA meeting that month.

GUEST SPEAKER: Our guest speaker was James Jay Martin who presently is Senior Security Specialist, Investigations & Counterintelligence, for Raytheon Missile Systems. Jim walked us through his very varied career beginning with service in the Air Force as an enlisted man prior to his joining OSI. As an OSI enlisted agent he was involved in technical surveillance operations both in the U.S. (at Norton AFB) and in Germany (at Lindsey AS). After becoming a commissioned officer for OSI, he managed the largest Technical Service Division in OSI at Travis AFB in California and, later, directed the entire Technical Service Program at OSI Headquarters in Washington, DC. Since his retirement, he has worked in different career paths; he has been an investigator for a state bar (investigating attorneys) and a manager in charge of physical security for a company, and has worked in various positions in the aerospace and counter-intelligence field. His description of his career was full of interesting sidelights that were of interest to his audience. We thanked Jim for his time and presentation.

MISCELLANEOUS: The door prize, Treasure of Khan by Clive Cussler, was won by our guest speaker, Jim Martin, after he was chosen to pick the winning ticket. Jim was teased a bit about being part of a “fix” – especially after he admitted that Cussler was his favorite mystery author, but he took it in good humor. We hope you enjoy the book, Jim.

We collected $21.00 for the postage stamp fund. Thank you for your generosity and continued support.

There were ten members in attendance at the meeting: Conrad & Sally McCormick; Richard McCormick; Hans & Bea Spear; Tom & Carolyn Williams; Ed Boyles; Chuck Phillips; and Ray Betts

The next meeting will be held on Friday, 27 March 2009, at the Country House Restaurant, Highway 92, Sierra Vista, AZ at 11:30 AM. If you plan to attend, please contact Ray or Sharon by Wednesday, 25 March 2009. You can telephone them at the numbers given above or you can reach Ray by email at RBetts754@aol.com.
